Sevastopol is a Ukrainian city of national importance. It is located in the southwestern part of the Crimean Peninsula, on the Black Sea coast (Heraclean Peninsula). The historical center of Sevastopol is located on the southern side of Sevastopol Bay. The city's area occupies 1080 square meters, with 216 square meters occupied by the waters of internal sea bays.

Sevastopol is a beautiful southern seaside city. Its large territory is divided by many bays and capes, and residential areas are located at quite a distance from each other. On the territory of the city there are many places for comfortable recreation, which, by decision of the City Council, are always open to free visits.
Sevastopol can be divided into the South and North sides.

In particular, the South Side includes 6 parts:
1) Central part of the city It has a hilly terrain, which helps to avoid unnecessary gas pollution and noise. This part of the city is conditionally separated by South Bay (from the Korabelnaya side), Pirogova Street and Istoricheskiy Boulevard, Pozharova Street (from Streletskaya Bay). In this sector you can find many different hotels and hotels - both old and prestigious new ones. There are beaches here - Martynovka and Khrustalny.
2) Streletskaya Bay- a well-maintained, old area of ​​the city with a fairly developed infrastructure. The shopping and transport center of this microdistrict can be called Sq. 50th anniversary of the USSR, through which many trolleybus and bus routes pass. In this area there are many luxury hotels and mini-hotels, as well as beaches - Solnechny, Pesochny and the beach of the Historical and Archaeological Reserve "Tavrichesky Chersonesus".
3) October Revolution Avenue- a modern large residential area, which is divided in half by the above-mentioned avenue. Thanks to the variety of beaches and various bars, cafes and attractions, this area is one of the most favorite recreation areas for Sevastopol residents. 4) Street of Heroes of Stalingrad- an area located on a section of the city highway that connects the area of ​​Kamysheva Bay and others. October Revolution. 1) Radiogorka- an area that is very close to the Konstantinovsky Ravelin and is clearly visible from Primorsky Boulevard. Housing and market prices here are relatively inexpensive. This area is connected to the city by boats, the flights of which run every half hour (in summer - every 15 minutes) until 23.00. A rather picturesque panorama of the southwestern coast of Crimea can be seen if you climb Radiogorka and move to the other side of the hill. In this area there are the beaches of Tolstoy metro station, the beach of the Sevastopol boarding house and the wild nudist beach of Bartenevka.
2) Lyubimovka- area of ​​the village at the very mouth of the Belbek river. The picturesque panorama of the area is remembered by tourists for its numerous vineyards and gardens, as well as a large sandy beach. This is a fairly large center of the beach industry with a variety of hotels and hotels.
3) Uchkuevka- an area that is represented by the largest beach in Sevastopol. There is a huge embankment with the corresponding infrastructure - bars, discos, shops, restaurants and rental offices. The entire Uchkuevka area is surrounded by country cottages, as well as acacia and pine groves, lavender fields and vineyards.
4) Orlovka- a fairly remote area (40 km from the center of Sevastopol) of the village of the same name. It includes the quiet neighborhood of “Elm Grove”, which is conducive to family recreation, and the noisier center of the “Star Coast” festival with all the attributes of a vacation for young people. The local beaches have a very moderate number of vacationers.

Nakhimovsky district- formed in 1957 and is located on the North Side. This area unites the villages of Kacha, Lyubimovka, Andreevka, Orlovka, Radiogorki, Zakharov Square, residential areas of Uchkuevka, as well as Korabelnaya Side. It is the center of large agricultural and industrial enterprises, including the shipbuilding industry.

In Sevastopol, the conflict surrounding the transition of public transport to a regulated tariff is growing. Back in the fall, city authorities announced to beneficiaries that they could ride for free on any type of transport, including buses and minibuses. They reported that from mid-December all routes will operate according to new rules. But private carriers still do not see compensation for beneficiaries from the budget. Therefore, drivers refuse to carry them, demand money, make trouble, kick them out of the car, and may even drive by, noticing old people at a bus stop.

Recently, the conflict acquired a scandalous hue. The driver of bus N3 refused to let a boy from a large family, who has the right to free travel, leave the passenger compartment. The driver's ID was not convincing; he yelled at the boy, closed the doors and drove on, saying: “I won't let you out until you pay.” And when another passenger paid for the crying child, he dropped him off somewhere in the middle of the road to Cape Fiolent. The Investigative Committee has become interested in the incident, and the driver’s actions are being checked for the provision of services that do not meet safety requirements (Article 238 of the Criminal Code of the Russian Federation).

"RG" has already written about the problem in the article "Who will pay for the benefit recipient?" (number dated November 7, 2018). Transport workers complain that officials have not established a system for calculating compensation for beneficiaries, although transport reform was started primarily for their sake. Each beneficiary should have been given a personalized unified city card of Sevastopol (USC), which he would attach to the validator. The carrier will receive compensation from the budget for each preferential passenger. The idea is good, but it still doesn't work.

The carrier not only does not receive compensation, many do not even have contracts for the transportation of beneficiaries,” Viktor Rykov, chairman of the Union of Transport Companies of Sevastopol, told RG. - It turns out that we are running ahead of the locomotive. They announced the right to free travel on all public transport in Sevastopol for beneficiaries, but there is no mechanism that implements this right. The result is conflict situations. First, personal cards had to be issued.

At the same time, non-cash payment for travel on public transport in Sevastopol. To date, 730 public transport units out of 1,100 that operate on routes every day are equipped with validators. Moreover, 450 of the total validators were installed by private carriers. 35 percent of passengers use EGKS. A discount has been introduced for them: travel on trolleybuses and buses costs 14-15 rubles when paying by card and 18 rubles in cash, on boats - 20 and 22 rubles, respectively. Unnamed EGKS cards are in use, which can be topped up at terminals and then used to pay for travel.

It is believed that until beneficiaries have cards, carriers should receive compensation according to the coefficients established by the government. Their formation is not transparent, carriers say. Thus, for a trolleybus company, the ratio of the number of discount passengers to paying passengers is 2.9, for bus companies - from 0.11 to 1.63. This was true when the trolleybus was the only social means of transport. But now buses and minibuses operate under the same conditions, and carriers cannot understand where such a big difference in coefficients comes from.

The situation is complicated by the fact that the transport reform was initiated by the Department of Transport, and the Department of Labor and Social Protection is in charge of budgetary funds for compensation for the transportation of beneficiaries, and in practice, the interaction of these structures of the Sevastopol government is seriously lame. Therefore, private owners who have switched to a regulated tariff over the past six months still do not have legal grounds to receive a subsidy. About 100 routes operate under government contracts, and only 47 have the right to compensation (Decree of the Sevastopol government dated June 29, 2018 N 417-PP). Officials promise to make adjustments soon.

Discounted passengers - pensioners, disabled people, children from large families - suffer the most from this confusion. Personalized travel cards should solve the problem, but they will be issued to all beneficiaries only by the end of March.

The government of Sevastopol signed an agreement with the bank to issue one hundred thousand personalized EGKS cards, which beneficiaries will receive free of charge.

This is a Mir system card with additional functionality that allows you to travel in public transport and keep track of trips,” said bank representative Maxim Druzhinin.

From December 24, applications will begin to be accepted at the Department of Labor and Social Protection of Sevastopol and the offices of the MFC, and they will be issued at bank branches.

The cards are valid in all types of public transport of all carriers in the city,” noted Vice-Governor of Sevastopol Ilya Ponomarev. - A card with a photo will allow the recipient not to carry with him all the documents confirming the right to free travel. And the city will be able to move from the calculation method of reimbursement of expenses for the transportation of beneficiaries to individual personalized accounting. We will know exactly how much to pay from the budget to each carrier.

The number of trips on the benefit card will be unlimited. However, it is prohibited to transfer the name card to other people. According to Vasily Repin, executive director of the Unified City Card of Sevastopol LLC, the card simply will not work more than once in a row in the same vehicle. Unlike the unnamed EGKS card, it can be applied to the validator as many times as you like.
